Digitalization-oriented solutions for managing pedagogical student support policies in response to decree no. 60/2025/ND-CP at Tay Nguyen University

Abstract

This paper analyzes the impact of Decree No. 60/2025/ND-CP, which amends and supplements Decree No. 116/2020/ND-CP, on the management of support policies for pedagogical students at Tay Nguyen University in the context of accelerating digital transformation. By clarifying the legal framework and the key innovations introduced in Decree No. 60/2025/ND-CP, the study identifies challenges related to financial flow operations as well as the urgent demand for accurate and timely data governance. Based on practical management experience, the paper proposes a comprehensive digitalization orientation for the management process using a closed-loop model developed on the Laravel Framework, aiming to automate approval, disbursement, and financial monitoring procedures. The study thereby contributes to improving governance efficiency, ensuring accuracy and timeliness, and affirming the pivotal role of technological application solutions in enhancing transparency and adaptability in current support policies for pedagogical students.
